今後もアジアでの資源消費と廃棄物発生量の増大が予想される。3R(廃棄物の削減、再利用、リサイクル)を通じた廃棄物管理と資源管理戦略の統合は、アジアでの持続可能な消費と生産を達成するための重要なアプローチとなり得る。しかし、アジア発展途上国の多くでは、廃棄物管理・リサイクル関連法制度の構築に後れをとっており、国際協力への期待は大きい。本報告では、3R国家戦略の策定支援の経験に基づいて、廃棄物リサイクルのための制度構築支援の課題について論じる。
