2020 年 9 月 22 日に開かれた国連 75 周年総会の一般討論演説において、習近平・中国国家主席は、「 2030 年より前に二酸化炭素の排出のピークを達成し（ 2030 年目標）、 2060 年より前に炭素中立（ネットゼロ、 2060 年目標）を達成するように尽力」することを表明した。 2060 年目標は、世間の予測をある程度上回る宣言であったため、国内外からの大きな注目を集めた。
