中国政府が2015年に発表した「中国製造2025」では、新エネ自動車産業を国家競争力の核心的利益として位置づけ、翌年に発表した「中国製造2025解読：省エネ・新エネ自動車の推進」では、2030まで、年間販売台数300万台、国産ブランドの国内市場占有率80%以上とする目標を打ち出した。今年9月25日、中国政府が発表した「国連気候行動サミット：中国の立場と行動」においても、新エネ自動車（EV。特別説明がない限りBEV、PHEV含む）産業の育成強化を掲げた。EV産業の育成は気候変動政策のみならず、大気汚染対策としても高い期待が寄せられている。
