Yasuhiko Hotta acted as a lectuerer and commentator for JICA training course on "Development of Recycling Policy" organied in January 13, 2022. The course was organized as an on-line training course and participated by the participants from Kosovo, Palestine, Thailand, Samoa, Cuba, Egypt, Georgia, Micronesia, Vanuatu, and Tunisia.

ビジョン創発型政策形成は、脱炭素や脱プ ラスチックなどの中長期的な政策目標の実現 へ向けた持続可能な社会のビジョンの共有、政策の完全実施前のビジョンに基づく社会実 験を包含している。そして、関係者間の連携によるビジョンの共創と社会の方向性に関する合 意形成と持続可能性の社会的側面が重視される。これは、SCP3.0 時代における持続可能性の課題は、環境政策分野にとどまるものではなく、広く社会技術システムのデザインに関 わるものであることに由来する。ここで提示した協働デザインによるビジョン創発型政策形成 のフレームワークは、研究者と政策担当者による将来シナリオ分析や社会実験による社会デ ザインへ向けた連携の重要性を明確に示すものである。
