上海市は都市化規模と現代化水準の高まるにつれ、突発的な事件を誘発する要素も増えている。上海で発生する自然災害や人為災害の種類が多く、発生頻度も高いが、現在の上海市の総合減災システムは決して完全な状態にあるとは言えず、都市の災害防御能力もまだ比較的弱い。如何に都市安全や市民生命と財産を保障するかはすでに政府の優先課題となっている。本文はこのような状況を踏まえ、上海市民に対するアンケート調査結果に基づき、上海市民の防災減災意識を明らかにした上で、上海市の取組みの弱点について分析する。更に、防災減災教育や意識向上の重要性やその方策についても述べる。
