Research Manager
2017年より地球環境戦略研究機関（IGES） 北九州アーバンセンターの研究員。国連の持続可能な開発目標（SDGs）や気候変動・パリ協定ののローカライゼーション（地域での実用化）を専門とする。パリ協定の締約国会議（COP）の国際交渉（気候資金担当）に日本政府代表団員として、長年従事している。気候変動に関する政府間パネル（IPCC）第7次評価報告書の主執筆者。国際協力の現場においては、インドネシアにおける森林・泥炭地の火災を抑制する国際協力事業を日系企業と展開中。大学生向けのSDGsフィールド研修を毎年開催。
気候変動やSDGsを実感できるワークショップを提供している：「2030 SDGs ゲーム」や「レゴ®シリアス プレイ®メソッド」の公認ファシリテーター、国連模擬COP。大学におけるゲスト講師多数、高校における総合的な探求の時間の指導。北九州市「第14回女性活躍・ワークライフバランス表彰」個人部門受賞。
前職は、国際協力機構（JICA）の気候変動の専門家として、インドネシアに赴任し、インドネシア国家気候変動適応計画の策定を支援した。また、外務省・在ドイツ日本大使館の専門調査員として、国連気候変動枠組条約（UNFCCC）・京都議定書の国際交渉に従事した。

2021 年 10月 31日から 11月 13日にかけて、英国グラスゴーで開催された国連の気候変動枠組条約（ UNFCCC）の第 26回締約国会議（ COP26）および関連会議においては、これまでになく、途上国の気候変動対策を先進国が支援する「資金」(気候資金）への注目が高まった。本 IGESブリーフノートでは、 COP26で気候資金への注目が高まった背景や、締約国による国際交渉での主な結果と論点を解説する。また、気候変動の資金に関する国際開発金融機関（ MDBs）や民間金融の動きが活発化したのも COP26で特記すべき点であり、これらの最新の動向やイニシアチブについても解説する。

本書は、九州の31の県・市町村（自治体）がゼロカーボンシティ表明に至った 背景、現状、課題などを整理し、国内外の動向を踏まえつつ概観することで、今後の展開の一助となることを目的に作成したものである。九州でゼロカーボン表明を行った自治体は、環境省のイニシティブをきっかけ にしながらも、庁内の内発的な動きから表明に至ったところが多かった。表明後の展開として、ほとんどの自治体が計画策定・改定を通じて施策の 具体化を進めるのと同時に、域内のステークホルダーに向けた意識啓発の 活動を始めていた。 不確実性を包含する2050年を見据えた取り組みを表明自治体が着実に進める上で、実施体制、定量化、ロードマップの作成に課題を抱えていることが明らかとなった。
