気候変動問題に関する京都議定書では,Annex I 国に対する数値目標の設定と同時に,排出権取引などの「国際的」柔軟性メカニズムも導入されることとなった.その一方で,「国内」措置実施の重要性に関しても認識され,それが第6,17 条に規定されている「補完性(supplementarity)」の原則という形で表現されている. この「補完性」の取り扱い方法として,EU 等からは「取引される排出量への制限」という方法が提案されているが,ここでは,本来の議定書の精神に立ち戻り,議定書第2 条の「国内措置側」からのアプローチとして,「物理的な共通パフォーマンス原単位の開発」という形の,新たな提案を行い,それによって国際的取り組みの発展と同時に,Annex I 国内の取組を促進させる方法を論ずる.
