「第３回パリ協定と持続可能な開発のための2030アジェンダの相乗効果の強化に関する国際会議」のために作成された本バックグラウンドノートは、1) シナジーとトレードオフについて何が知られているか、 2) 気候変動とSDGsに対する野心を高め、進歩を加速させるために既存及び新たな知識を統合するために何ができるか、という２つの問いに答えるものとなっている。都市システムにおける相乗効果を示す強力なエビデンスが示される一方、他分野ではそれは断片的である。特定の状況における相互関係に光を当てるために、コベネフィットや水・食料・エネルギーのネクサス（WFEN）ツールを利用する可能性を強調するとともに、エビデンスを行動に移すためのイネイブリング・エンバイロンメントの形成の重要性を強調している。
