１９９２年に１０月１１日、中国国務院が第１号「国家新区」として承認された上海浦東新区は、今は深圳特区の次に最も成功した都市開発モデルとなった。「新区」とは、国家の発展と改革開放に関する重大な戦略を実現するために、国務院の職権によって承認した国家レベルの開発区域のことで、２０２３年現在、計１９の新区が承認された。その中で、２０１８年４月２１日、１９番目の新区として承認された雄安新区は、習近平国家主席が「自ら考案、決定、推進」している事業として注目を集めている。後世に恥じない環境未来都市をゼロベースで建設するいわば「千年の計」プロジェクトだ。
