生物多様性及び生態系サービスに関する政府間科学政策プラットフォーム（IPBES：Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services）は、生物多様性と生態系サービスに関する動向を科学的に評価し、科学と政策のつながりを強化する政府間のプラットフォームとして、2012年4月に設立された政府間組織で、事務局はドイツのボンに置かれています。本パンフレットはIPBESの機能、組織体制、作業計画や概念枠組、ならびに実施中及び計画中のアセスメントの概要等について説明しています。

2026年2月3日から8日にかけて開催されたIPBES総会第12回会合において、ビジネスによる生物多様性及び自然の寄与への影響と依存に関する方法論評価の政策決定者向け要約（SPM）が承認、発表されました。本評価は、企業の生物多様性への影響と依存を測定する手法を客観的に評価し、こうした情報を活用して、自然と自然の恵みを回復、向上させていくために企業が果たせる役割とその方法について論じています。また、企業のみならず、企業の行動を促す環境づくりのために、多様な関係主体が果たせる役割についても考察しています。そのため、政府、企業および金融機関を主な読者として想定しながら、市民社会や先住民と地域コミュニティにとっても有益な内容となっています。この資料は、SPMの概要をスライド1枚にまとめたものです。
Commissioned Report
本業務では、我が国が効果的にIPBES に貢献するとともに、国内でのIPBES 成果を普及し、科学的知見に基づく生物多様性に関する取組を国内で推進することを目的に、IPBES 総会に関する政府対応支援や、日本国内の専門家や関係省庁担当者間のIPBES関連情報の共有・意見交換を目的とした会合の開催等を行った。本報告書はその業務成果をとりまとめたものである。

生物多様性、水、食料、健康および気候の悪化の直接要因および根本的な原因は相互に絡み合っているにもかかわらず、各課題への対処は個別に対処されていることが多く、その結果として、政策間の潜在的な不整合や、計画外の背反性（トレードオフ）、意図しない結果が生じます。ネクサス評価は、トレードオフを克服し、生物多様性、水、食料、健康および気候変動の間の相乗性（シナジー）を高める首尾一貫した意思決定を促し、公正で持続可能な未来に向けた社会変革につながる対応策を提示しています。
