第32回廃棄物資源循環学会研究発表会
本研究では、EU および欧州各国、日本、中国等を中心に、国家レベルの循環経済関連計画（ないしは戦略）に関連付けて設定されている生産活動に係る再生材採用状況評価指標に着目し、その設定状況およびその算出方法について各国政府の政策文書を中心に調査を行った。また、一部政府・欧州環境庁（EEA）に対するインタビュー等を実施し、国家政府による循環利用率をはじめとした再生材関連指標およびその目標値の設定状況すなわち国際的な着目の程度や計算手法における国際比較可能性について検証するとともに、CE ひいてはデカップリングの達成に向けた再生材関連指標の効果的な活用に向けた考察を行う。

欧州連合（EU）・EU 加盟国を中心としたCE 政策に関連付けた指標群（以下、CE 指標体系）、また、グローバルレベルで開発された民間セクターCE 指標体系であるEMFCirculytics、WBCSD-Circular Transition Indicator について、指標体系の内容を整理し、CE 評価の焦点について分析し、資源生産性指標に含まれうる観点であるデカップリングが、そのCE 指標体系によってカバーされているかを検証した。

世界の違法伐採対策は、この10年間で、木材消費国において違法伐採木材の取引や輸入規制が法制度化されるという大きな進展があった。違法伐採対策に取り組む理由として、熱帯林の減少防止と持続可能な森林管理の促進、違法伐採が生産国政府や消費国の木材市場に与える経済的な損失などが挙げられてきたが、現在は、非持続可能な消費と生産による気候危機や生態系の劣化などの地球規模の環境問題への対応策から派生した、持続可能な木材への需要の増大が違法伐採対策の推進力となっていると考えられる。
