IGES will co-host the "Zero Carbon City International Forum 2023", organised by the Ministry of the Environment (MOE), Japan and the Office of Special Presidential Envoy for Climate, the United States of America on March 1, to accelerate subnational climate actions globally by sharing leading practices across borders.
This year, the forum intends to discuss measures to promote cooperation between national and subnational governments, given the upcoming “G7 Ministers’ Meeting on Climate, Energy and Environment in Sapporo” to be held on April 15 and 16, 2023. The forum also aims to expand and widely disseminate integrated urban initiatives through sharing advanced practices on net-zero transition, resilience and multiple benefits.

15:40-16:30 | Session 1: Synergies with the circular economy The circular economy is a concept that aims at circulation of materials, products and services as longer as possible through recycling, re-use, reproduction, development of less resource intensive products and sharing, rather than the linear economy based on take-make-dispose flow. The transition to a circular economy contributes to reduction of greenhouse gas emissions from the process of natural resource extraction, product manufacturing and disposal, etc. Conversely, climate actions aiming at zero carbon can contribute to transition to circular economy by expanding the needs of resource circulation and increased value of recycled resources. Thus, actions pursuing circular economy and decarbonized society complement and reinforce each other. This session intends to share practices aiming to promote synergies and integration of actions to promote circular economy and net zero economy, while avoiding trade-offs between them. In consideration of on-going discussions on the convention on plastic pollution are at the United Nations Environment Assembly (UNEA), this session will also touch upon plastic waste issues in the region. |

COP15 for the Convention on Biological Diversity adopted the Kunming-Montreal Global biodiversity framework and shows the direction towards nature positive economy up to 2030 The transition to a nature-positive economy will enhance carbon sink and strengthen climate change 'adaptation' actions. Conversely, the transition to decarbonization will reduce the damage and loss to ecosystems associated with climate change. The Target 8 of the Kunming-Montreal Global biodiversity framework mentions the linkage between climate and biodiversity. Considering that the synergies related to nature positive economy and climate change actions should be enhanced, this session aims to share experiences that promote synergies between the nature-positive economy and the decarbonized society at the local level, while avoiding trade-offs. |

*1 The High-Level Seminar (HLS) on Sustainable Cities (former title: HLS on Environmentally Sustainable Cities) is organized annually as a platform to gather influential East and Southeast Asia policymakers, experts, and practitioners working to make cities clean, green, and sustainable since 2010. The HLS provides opportunities for participants to share and promote their latest ideas and initiatives on sustainable city development; explore collaboration potential; and, importantly, develop specific recommendations to the East Asia Summit Environment Ministers Meeting, which includes ASEAN Environment Ministers, on practical cooperation activities on environmentally sustainable cities.
