2015年に合意された2つの国際的な取り決め、すなわち「持続可能な開発目標（SDGs）を含む持続可能な開発のための2030アジェンダ」と気候変動枠組み条約加盟国による「パリ協定」を踏まえて国際社会が目指す持続可能な社会経済実現の鍵として，「持続可能な消費と生産（SCP）」，とりわけOne Planet Living（地球一個分の暮らし）を目指す取り組みの強化を軸に、国際協力のあり方を再編成することを提案した。とくに、中長期的に目指すべき持続可能な社会を各国や地域社会で実現する取り組みのモデルづくりを支援すること、望ましい社会に向けた進展を測る共通指標を持つこと、さらに多様な取り組みの経験を、先進国と途上国という別を問わずに共有する政策対話のプラットフォームを持つことを提案した。

アジア太平洋３Ｒ白書は、廃棄物分野のデータ、情報、指標を整備すること で、同地域が国レベルでも、自治体レベルでも循環産業の発展を含め３Ｒの実 施と環境の配慮した廃棄物管理を実施できるよう支援するものであり、技術協 力や技術移転の具体的な内容を明確にできると期待されている。 本業務は、2017年度に開催予定の第８回アジア太平洋３Ｒ推進フォーラムに おいて、その成果を出版・公表することが予定されているところであるため、 UNCRDと連携して、アジア太平洋３Ｒ白書の作成に関し、本プロジェクトのリ ード国として我が国の経験・知見を積極的に発信するとともに、その取り纏め に貢献する。

この報告書は、川崎市が、環境省、国連環境計画国際環境技術センター（UNEP IETC）および地球環境戦略研究機関（IGES）との緊密な協力により、開発途上国に対して、日本の中 央政府および地方自治体における経験から廃棄物処理について学んでもらうことを目的として作成した。

２０１６年１２月８日に開催された 東京都市大学／ＩＧＥＳ／ＳＰＥＥＤ研究会共催特別セミナー「持続可能な開発目標元年を振り返る」において、IGES SCPエリア・エリアリーダー堀田康彦が、「持続可能な消費と生産（ＳＣＰ）：持続可能な開発目標（ＳＤＧｓ）合意後の新たな政策動向」と題する講演を行った。これは、本年から開始された環境研究総合推進費・戦略的研究開発領域課題（Ｓ－１６）の成果などを活用したものである。
