本稿は、2016年、国際民間航空機関(ICAO)の総会決議文書A39-3により創設された国際航空のためのカーボンオフセット及び削減スキーム(CORSIA)について、これまでのICAOにおける検討の経緯及び制度の概要について説明するとともに、UNFCCCとの関係性、とりわけパリ協定実施指針との関りを視野に、CORSIAの制度運用の在り方についても考察を行うことを目的とする。

本報告書は、環境省委託事業「平成30年度二国間クレジット制度の対象国における効率的な制度実施体制の検討等及びMRV等の実施支援委託業務」に関する成果をまとめたものである。
