本解説では、持続可能な消費と生産（SCP）が、持続可能な開発目標（SDGs）時代の国際政策動向の中で どのように位置づけることができるかを論じる。特に、SDGs 時代の政策目標は、環境汚染対策や製品・サービス レベルでの効率性の改善に限定されるものではなく、科学技術イノベーションと新たな社会モデル・ビジネスモデ ルの連携を目指すものであり、経済政策や社会政策の中に取り入れられてはじめて実現可能である。持続可能な消 費と生産に代表されるSDGs 時代に必要とされる政策アプローチは、社会技術システムの改革を目指すものである。 そのため、脱炭素化、循環経済、地球1 個分の暮らしといった中長期目標を前提にした自律分散協調型ガバナンス が重要となることを論じる。

平成３０年度多国間協力を通じた３Ｒ推進に関する調査業務では、ＵＮＥＰ国際資源パネル（IRP）および経済協力開発機構（OECD）資源生産性廃棄物作業部会（ＷＰＲＰＷ）支援業務を実施した。この他、G7資源効率性アライアンス支援、富山物質循環フレームワークフォローアップ調査、並びに循環経済促進のためのプラットフォーム（PACE）の活動支援等を実施した。
