Chochoe DEVAPORIHARTAKULA

Ms Chochoe Devaporihartakula serves as a Senior Programme Manager for the Asian Environmental Compliance and Enforcement Network (AECEN), where she is dedicated to promoting improved compliance with environmental laws and regulations through environmental agencies across 18 countries in Asia. As a member of the International Network for Environmental Compliance and Enforcement (INECE) Leadership Group, Ms Devaporihartakula actively collaborates with regional networks committed to environmental compliance and enforcement. Additionally, Ms Devaporihartakula has had an outstanding track record of establishing trust and maintaining strong working relationships with a broad range of governmental agencies as well as international organisations and development partners, including the Asian Development Bank (ADB), U.S. Agency for International Development (USAID), United States Environmental Protection Agency (USEPA), and United Nations Agencies. With support from these organisations, Ms Devaporihartakula has overseen the coordination of various regional workshops, webinars, and capacity-building initiatives. She has also played a leading role in executing client contracts, managing projects, overseeing budgetary considerations, and reviewing all programme reports. These efforts have subsequently enhanced environmental compliance and the implementation of Environmental Impact Assessments (EIAs) across the region.

In addition to her role at AECEN, Ms. Devaporihartakula plays a pivotal role in the Intergovernmental Negotiating Committee to develop an international legally binding instrument on plastic pollution, including in the marine environment (INC) process where she has spearheaded IGES’s strategic engagements in INC relevant activities, including delivering presentations, organising side events, and submitting key policy recommendations that promote collaborations and innovative solutions. She also contributed to the UN Ocean Conference 2025 by leading the coordination of a dedicated side event and conducting targeted multi-stakeholder engagements.

Ms. Devaporihartakula also manages the regional project portfolio addressing plastics and marine pollution at the IGES Bangkok Regional Centre. Her coordination efforts extend to impactful initiatives such as UNESCAP’s Closing the Loop Project, G20's Marine Plastic Litter Implementation Framework, Alliance to End Plastic Waste’s Zero Plastic Waste Island Initiative, JAIF's Strengthening Capacity for Marine Debris Reduction in ASEAN Region, ADB’s Scaling Up Local Innovation and Zero Plastic Waste Island, World Bank's Regional Platform for Knowledge & Partnerships on Marine Plastics of the Southeast Asia Regional Program on Combating Marine Plastics (SEA-MaP), and ERIA’s Regional Knowledge Centre for Marine Plastic Debris (KRC-MPD), UNEP's Integrated Solid Waste Management towards Zero Waste, BRS Secretariat's POPs in E-waste management in the ASEAN region, among others. 

Recognising the importance of inclusive and gender-responsive environmental governance, Ms. Devaporihartakula has integrated gender, informal sector engagement, and social dimensions into her plastic pollution and waste management projects.

As a Training Event Specialist at the Asian Institute of Technology, Ms Devaporihartakula actively engages in climate change capacity building and knowledge sharing with government officials and stakeholders in Asia and the Pacific. Her responsibilities span diverse areas, including capacity building, project design and management, coordination, advocacy, strategic planning, communication, and knowledge management.

Prior to this, she worked as a Programme Associate for the USAID Adapt Asia-Pacific Climate Financing Project and as a consultant for the United Nations Development Programme (UNDP), where she was responsible for supporting and coordinating numerous capacity building programmes and training activities targeting Asia-Pacific government officials. She holds a Masters in Energy Technology and Management.
