本調査は、ベトナム北部最大の港湾都市で、ハノイ市やホーチミン市と並ぶ中央直轄市の一つであるハイフォン市と、同市と姉妹都市の関係にある北九州市との都市間連携を通して、GHG 排出及び環境への負荷を抑制し資源循環を促進したエコ工業団地（UNIDO とベトナム計画投資省が進めているEco-Industrial Park 認定制度）を推進することにより、ゼロエミッション型工業団地の実装を目指したものである。
