「中国国家発展改革委員会は、2017年12月18日付で、国務院の認可を経た「全国炭素排出取引市場建設方案(発電部門)」(以下、方案)を通達し(発改気候規[2017]2191 号)公開しました。 この方案は、これから展開する全国国排出量取引制度(全国ETS)に関する史上初の国務院レベルの規則であり、中央と地方政府を含むほぼ全ての行政機関を拘束すると同時に、該当する企業や団体に対しても強制力があります。方案は、全国ETSの導入に関する基本原則と目標、取引制度の適用対象や排出枠・割当量の管理、パイロットETSの今後の扱いなどに関する基本事項を定めております。 これらの基本事項について整理した速報を公開しましたので、詳細は以下をご覧ください。
