Dr. Pham Ngoc Bao is a Principal Policy Analyst with nearly 20 years of professional experience in leading practical and strategic policy-oriented, interdisciplinary research and technical assistance projects across Asia. His expertise spans key areas such as water supply and sanitation, decentralised wastewater and septage management, circular economy, plastic and solid waste management, sustainable consumption and production (SCP), and climate change adaptation and mitigation. He obtained his PhD in Urban Engineering from the University of Tokyo, Japan, where he specialized in urban environmental systems. Currently, Dr. Bao serves as Policy Research Director in the Sustainable Consumption and Production Area at the Institute for Global Environmental Strategies (IGES). In this role, he provides strategic research leadership to the SCP team, guiding the team’s research and policy engagement efforts towards achieving sustainable development goals in the Asia-Pacific region and beyond. His work involves overseeing a diverse portfolio of international collaborative projects and fostering multi-stakeholder partnerships with government agencies, international organizations, and academic institutions. These efforts are centered on promoting integrated solutions to critical environmental issues, supporting the realisation of circular economy models, and strengthening the science-policy interface, particularly across Southeast and South Asia.
