One of the projects IGES has been working on as a post-disaster recovery proposal is “how to build resilient local communities”, and under this theme, Session 1 of the seminar presented the “Idea of Green Coastal Levies” (keynote speech), field projects on climate change adaptation in Asia, and activities of the Asia-Pacific Adaptation Network Forum(*APAN). Session 2 featured a lively discussion, with reports on problems (obstacles to recovery for local industry, human resources to build community, new generations to link cities and local communities) that need to be overcome for rapid reconstruction in Rikuzentakata city, Iwate Prefecture, one of the disaster-affected localities, as well as discussion on the keynote speech from Dr. Akira Miyawaki, who proposes to build communities with disaster preparedness by using the rubble.
