Mr. OKUYAMA Masaya joined the Environment Agency of Japan (the current Ministry of the Environment) in 1993. He held key positions at the Ministry including Director of the Office of Market Mechanisms, Director of the Public Information Office of the Nuclear Regulation Authority, Director of the Environment and Economy Division, Climate Change Policy Division of the Global Environment Bureau, Director of the Policy Planning Division of the Nature Conservation Bureau, and Deputy Director–General of the Minister’s Secretariat. During his career at the Ministry, he was involved in resource circulation, climate change, taxation and finance related to the environment, green procurement and national gardens. He joined IGES in July 2024 as a Principal Fellow (served as Acting Managing Director of IGES from July 2025 to March 2026).

変動する地政学的状況下におけるアジア太平洋地域の気候安全保障：アジア太平洋気候安全保障（APCS）国際シンポジウムプロシーディング

APCSプロジェクトの過去3年間にわたる活動および成果を総括する場となった本シンポジウムでは、気候安全保障が抱える課題と機会について議論し、アジア太平洋地域の地政学的状況の変化の中で、気候安全保障が引き続き持つ意義について検討した。さらに、今後刊行予定の「APCS政策レポート」の紹介を通じて、本プロジェクトから得られた知見や洞察を、国内外の研究者、関連する政策立案者、および気候安全保障分野に関心を持つステークホルダーに広め、批判的に検討する場ともなった。
