本報告書はアジアの持続可能な都市のための既存都市間ネットワークから得られる教訓を示すことを目的とする。さらに、アジア途上国と日本の地方政府がさまざまなチャンスを育めるように、いかにより効果的に既存ネットワークを発展させ活用するかに関する考えを示す。また、国際機関や中央政府がいかに都市間ネットワークを支援できるかについても若干の示唆を述べる。 過去の教訓からはその有効性と更なる有効性向上のための留意事項が得られる。調査によれば、参加都市間の互いの経験や環境政策の学習と相互参照が起きている。市長による支持と、地方政府内外の個人や組織による関係者の巻き込みと調整が、都市間ネットワークを通じた施策の採用と波及を促進する。都市間ネットワークの事務局は、参加都市の地域ニーズを適切に理解し...
