本稿は、アジアにおける循環政策の進展状況を概観し、運用面での課題を整理する。また、我が国の資源循環分野での国際協力の方向性について、日本1カ国がリードするのではなく、アジア3R推進フォーラム等を活用して、各国との政策連携、支援プログラム間の連携により達成する必要があると論ずる。各国の静脈経済の組織化に応じた段階的な循環政策の推進に協力する一方で、今後は、資源利用の抑制をアジア全体の課題として発信していくことが重要となる。
