財団法人地球環境戦略研究機関(IGES)は、1998年に日本政府と神奈川県の支援により設立され、地球規模、とりわけアジア太平洋地域の持続可能な開発の実現を目指した実践的な戦略研究を行っています。IGESでは、3年を1期とする戦略研究計画に基づき、具体的な研究課題を設定してチームとして役割を分担しながら共同作業を行うプロジェクト方式によって研究を進めてきました。本報告書は、第3期戦略研究計画(2004 年度〜2006年度)の3年間の研究活動の成果を取りまとめたものです。 Remarks: http://enviroscope.iges.or.jp/modules/envirolib/view.php?docid=1525

バイオ燃料は地球温暖化やエネルギー保障への有効な手立てと考えられることから、世界中で関心を集めている。今年1月に、欧州委員会は2020年までに輸送用燃料のバイオ燃料比率を10％以上に引き上げることを柱のひとつとした再生可能エネルギーロードマップを提案した。米国では、ブッシュ大統領が年頭教書演説において、今後10年間でバイオ燃料等への転換によりガソリン消費量を20％削減する計画を提案した。アジアでも、多くの国々がすでにバイオ燃料の増産計画に着手しており、同じ１月には、アセアン、日本、中国、韓国、オーストラリア、インド、及びニュージーランド16カ国首脳により、バイオ燃料の開発や生産利用強化を盛り込んだ「東アジアのエネルギー安全保障に関するセブ宣言」が採択されている。 一方で、「バイオ燃料ブーム...
