The impacts of climate change are becoming more severe, disproportionately affecting the most vulnerable people and threatening their health, overall well-being and even their lives. Funding scarcity and the lack of proper and innovative approaches are pressing issues that hinder the assurance of their human security. To this end, adaptation is an urgent priority for ensuring the human security of these vulnerable populations.
In the IPCC (Intergovernmental Panel on Climate Change)'s Sixth Assessment Report, Climate-Resilient Development(CRD)is described as a process of implementing mitigation and adaptation measures to support SDGs and it also states climate change and sustainable development as interdependent processes, achievable when this interdependence is leveraged.
Additionally, the IPCC underscores the need to merge climate adaptation and disaster risk reduction for enhanced resilience, as also emphasised by the Sendai Framework for Disaster Risk Reduction. It indicates that “in parts of Asia, sustainable development pathways that connect climate change adaptation and disaster risk reduction can reduce climate vulnerability and increase resilience”.
The report also highlights that technology is a critical enabler for accelerated climate action. It emphasizes the importance of enhancing technology innovation systems to facilitate the widespread adoption of effective technologies and practices in achieving climate goals.
JICA put emphasis on achieving CRD as a core of its climate strategy. JICA pursues CRD by emphasising pre-disaster investment and leveraging STI (Science Technology and Innovation), reflecting Japan's experience and expertise, to gain synergies between climate change adaptation and other development issues.
Multisectoral collaboration and action at all levels are vital in pursuing CRD, from international organisations, research institutions, innovators, central and local governments, and development agencies.
The purpose of this seminar is to identify ways to generate synergies and achieve CRD particularly in ensuring human security through discussion on the future direction, specifically focusing on multi-sectoral adaptation measures, from the perspectives of various stakeholders.
