Efforts to Realize a Sound Material-Cycle Society through Multilevel Climate Action

At COP28 in 2023, the host country, the United Arab Emirates (UAE), announced the “CHAMP” initiative, where over 70 countries, including Japan, declared their commitment to strengthening cooperation with local governments in formulating strategies, securing funding, implementing, and monitoring efforts to address challenges related to climate change and sustainable development, such as Nationally Determined Contributions (NDCs).

This emphasis on the importance and necessity of collaboration between national and local governments to tackle issues related to sustainable development is gaining momentum in global forums like the G7 and G20. In Japan, under the Sixth Basic Environmental Plan, the country has advanced multi-level collaboration between the national and local governments, with a vision of realising a circular and symbiotic society, integrating and synergising initiatives for net-zero, circular economy, and nature-positive efforts.

In this session, we aim to contribute to the efforts of national and local governments around the world in advancing multi-level climate action towards the revision of their NDCs by sharing visions and concrete initiatives, both domestically and internationally, regarding key challenges such as decarbonising the building sector.
