In the Paris Agreement (PA), Article 13 mandates that each Party regularly provide information on progress made in implementing and achieving its nationally determined contributions (NDCs) through Biennial Transparency Reports (BTRs). Article 6 of the PA continues to be negotiated, but it is expected that Article 6 will require each Party to report on the information related to its participation to cooperative approaches in the international market mechanisms through various forms of reporting including BTRs.
IGES, with support from the Ministry of the Environment, Japan (MOEJ), and in collaboration with the UNFCCC-IGES Regional Collaboration Centre (RCC) for Asia and the Pacific and Global Support Programme (GSP), organised the “Asian Transparency Workshop (Online)” on 14-15 December 2020. The two-day workshop was attended by around 40 participants, including: government officials in charge of national communications (NCs) / biennial update reports (BURs) and implementation and reporting of international market mechanisms (IMMs) under Article 6 of the PA from 10 countries (Indonesia, Japan, Malaysia, Mongolia, Myanmar, Philippines, Republic of Korea, Singapore, Switzerland, and Thailand) and; experts from various international organisations.
The workshop highlighted four aspects for preparation of the first BTR: a) the importance of understanding basic information about BTRs and possible solutions to existing challenges; b) possible future reporting under Article 6; c) access to international funding and support; and d) strategic options for strengthening regional collaboration in Asia including mutual learning.
