Insights of the Report
Niterói’s first VLR was published in 2020, resulting from a collaboration with UN-Habitat under the project “Public Accountability Systems to measure, monitor and report on sustainable urban policies in Latin America.“ Therefore, the VLR pays special attention to public participation and monitoring in regard to the localisation of the SDGs. This VLR extends the city’s ongoing work on sustainable and inclusive development. For example, Niterói’s current strategic plan, entitled “Niterói that We Want” aims at enhancing public participation to better shape the city’s future according to the needs of its citizens. Through the VLR, Niterói notes that it is well positioned to deliver the SDGs to its citizens, despite the challenges ahead in some areas, such as public transport.

City Profile
The Municipality of Niterói is located in the State of Rio de Janeiro, Brazil. The city is part of the metropolitan area of Rio de Janeiro. Niterói ranks first in the State of Rio de Janeiro and seventh overall in Brazil in the Municipal Human Development Index (MHDI). The city places high as well in the social indicator of education. Moreover, the city contains part of the Serra da Tiririca State Park, which includes important archaeological sites.
