The Institute for Global Environmental Strategies (IGES) will hold the International Conference for Implementing Article 6 of the Paris Agreement, as two-part, online event co-hosted by the Ministry of the Environment, Japan on 17 February (Part 1), and 7 March (Part 2).
In the light of decisions made on the Article 6 implementation guidelines at the 26th Conference of the Parties (COP26) to the United Nations Framework Convention on Climate Change (UNFCCC), progress on global emission reductions using market mechanisms is highly anticipated. IGES will co-host this international conference to promote understanding and build capacity for the implementation of Article 6 of the Paris Agreement.
Negotiations at COP26 on international emissions trading under Article 6 focused on the rules to avoid double counting of internationally transferred greenhouse gas emission reductions, and the treatment of CDM (Clean Development Mechanism) activities/credits under the Kyoto Protocol. The rules for implementation, known as the Article 6 rulebook, were finally agreed upon after six years of discussions.
The purpose of this international conference is to support the development of institutional and governance frameworks, and capacity-building of government officials and related organisations under the Article 6 market mechanisms. At this conference, we will share experiences of Japan’s pioneering Joint Crediting Mechanism (JCM) as well as other existing initiatives. The conference will also deepen discussions about the initiatives advanced by governments and related organisations regarding the use of market mechanisms.
