To achieve the 1.5 degree target set in the Paris Agreement, it is essential for cities, which account for about 70% of global greenhouse gas emissions and energy consumption, to transition to a decarbonized society. In this regard, efforts to support urban initiatives are being strengthened globally.
In February 2023, the Ministry of the Environment, Japan and Japan International Cooperation Agency (JICA) launched the Clean Cities Partnership Program (C2P2) to address the challenges cities in the world are now facing, in a multifaceted manner with broader collaboration. With the participation of Japanese subnational governments, private companies, financial institutions, etc., and in collaboration with multilateral development banks (MDBs), this program will provide comprehensive and synergistic support to partner cities to address urban challenges including climate change, environmental pollution, promoting circular economy, and becoming nature positive.
The C2P2 Seminar held at the COP28 Japan Pavilion shared the cases of city partnership projects that the Ministry of Environment, Japan and JICA are engaged in and presented good cases from the C2P2.
