Free and Hanseatic City of Hamburg
Hamburg Voluntary Local Review 2023
Insights of the Report
An initial review shows that many of Hamburg’s interventions in the various policy areas already merit the attribute “sustainable”. Beyond that, however, it also indicates that the SDGs are providing fresh impetus for thematic areas in which Hamburg can develop further.
In order to visualise the progress made in achieving the SDGs, the Free and Hanseatic City of Hamburg reports on the current implementation status of the global sustainability goals in the Voluntary Local Review.
The city reports accordingly on the implementation status of all 17 sustainability goals with the help of quantitative indicators and qualitative measures.
The Free and Hanseatic City of Hamburg has developed a digital SDG dashboard that translates the VLR into digital form. The SDG dashboard is available on the website in English and German.

Hamburg is both - municipality and city-state in Germany
City Profile
The Free and Hanseatic City of Hamburg is both a municipality and a city-state within the Federal Republic of Germany, and is located in the north of the country, bordering Schleswig-Holstein to the north and Lower Saxony to the South. With around 755 square kilometres of land area and a population of approximately 1.85 million, Hamburg is the second largest city in Germany.
The city consists of 92 per cent land and eight per cent water, and currently has 37 nature reserves covering almost ten per cent of the city’s area – almost as large as 10,000 football fields. The “green metropolis on the water” has long since made a name for itself, and was named the European Green Capital in 2011. The River Alster and the numerous rivers and canals traversed by over 2,000 bridges are the hallmark of the maritime ambience for which the city is known.
For the Hamburg Senate, sustainable action has been highly relevant and a top priority for many years. City government policy is continuously aligned with the principle of sustainability. With the 2017 Senate resolution on implementation of the 2030 Agenda in Hamburg, the Senate has pursued this path consistently.
