Insights of the Report

Dhulikhel's VLR process, executed with inclusivity and a people-centric approach, aligns with UNESCAP guidelines. Despite COVID-19 limitations, virtual meetings effectively tracked progress and engaged a diverse range of stakeholders. Kicking off in January 2021, the VLR journey included an orientation workshop, formation of a core team, and virtual consultations with public and private stakeholders. Dhulikhel focused on four key SDGs – SDGs 1, 3, 4 and 6 - in its ongoing programmes, all within the overarching principle of 'leaving no one behind.' Furthermore, the city's by-laws, policies and specialised councils, supported by the Mayor's Poverty Alleviation Funds, champion equality, equity and non-discrimination, engaging marginalised groups and advancing gender-responsive development, technical skills development and girls' education.

City Profile

Dhulikhel, a historic city in Nepal and a popular tourist destination, lies on the eastern fringe of the Kathmandu Valley. It offers breath-taking views of Mount Everest, has a rich cultural heritage, and serves as a vital trading hub. The city has recently expanded, merging with adjacent regions and increasing in population due to its proximity to Kathmandu and its role as a district capital. While this has attracted many visitors seeking healthcare, education and scenic beauty, Dhulikhel faces challenges in managing its infrastructure and services. In response, Dhulikhel has drafted a "Vision Strategy 2030" to enhance its quality of life and governance, aligning with Nepal's localisation of the Sustainable Development Goals (SDGs). The city's policies and programmes have bolstered its standing as a hub for healthcare, education and tourism, and it has made significant progress in achieving SDG targets, particularly in the realm of quality education.
