Technical Workshop on Aligning Food Systems in NAPs and NDCs

About the workshop:

Convened from November 25–26, 2025, at the JW Marriott Hotel in Bangkok, Thailand, this technical workshop brought together government representatives from Lao PDR, Pakistan, and Vietnam, alongside gene bank managers, farmers’ alliances, researchers, and international agencies. The primary objective was to foster multi-stakeholder collaboration to support agriculture-related targets in national climate frameworks and to define priority areas for policy alignment.


Objectives:
  • • Enhance cross-sectoral collaboration: Identify key stakeholders and strengthen coordination among food system actors to support the achievement of agriculture-related targets in NAPs and NDCs.
  • • Deepen understanding of stakeholder roles: Increase understanding of the roles, inter-linkages, and contributions of agrifood system stakeholders in advancing the 2030 Agenda for Sustainable Development and global climate goals.
  • • Facilitate knowledge exchange: Promote technology transfer and information sharing to reposition gene banks within climate planning—transforming them from simple seed repositories into active hubs for data, innovation, and technical expertise.
  • • Formulate policy recommendations: Define priority areas and shape policy recommendations to integrate agrifood systems more effectively into national climate and development frameworks.

Key recommendations
  1. 1. Institutional Governance: Establish multi-sectoral task forces to bridge the gap between policymakers and farmers.
  2. 2. Digitalization: Deploy digital MRV (Measurement, Reporting, and Verification) and national agricultural data platforms.
  3. 3. Localized Action: Transition from discretionary sub-national planning to mandatory provincial adaptation cycles.
  4. 4. Finance Mobilization: De-risk private sector investment through Green Credit and Public-Private Partnerships (PPPs).
  5. 5. Capacity Building: Implement "Training of Trainers" (ToT) programs to scale climate-smart agriculture at the grassroots.
