Strengthening ASEAN+3 Efforts to Tackle Marine Plastic Pollution

The 6th ERIA’s Experts Working Group (EWG) on Marine Plastic Debris Meeting was held on 18 February 2025 in a hybrid format, co-organised by the Economic Research Institute for ASEAN and East Asia (ERIA)’s Regional Knowledge Centre for Marine Plastic Debris (RKC-MPD) and the Institute for Global Environmental Strategies (IGES).

This EWG was part of a broader regional capacity-building initiative on marine plastic debris, aiming to support ASEAN+3 countries in addressing plastic pollution through policy development, technical collaboration, and knowledge sharing.

The meeting focused on four key areas:

  1. The ASEAN Book Project on plastic pollution
  2. ERIA’s planned activities for 2025
  3. Outcomes from the Intergovernmental Negotiating Committee (INC) on global plastics by IGES
  4. Ongoing research on marine plastic leakage and emerging solutions by IGES under ERIA-IGES collaboration

Session 1: ASEAN Book Project on Plastic Pollution in East Asia Region

Led by ERIA representatives, this session introduced the concept and tentative structure of a 25-chapter Book dedicated to plastic pollution countermeasures in East Asia, including ASEAN+3 countries. Proposed chapter topics range from the status quo and outlook of pollution and ecological impacts to waste management systems, single-use plastic (SUP) reduction, alternative materials, and EPR schemes. Experts were asked to:

  • Provide feedback on the draft table of contents and identify any missing themes (e.g., fishing gear, climate linkage).
  • Suggest potential authors or case studies to reflect the region’s diverse policy, technical, and cultural contexts.
  • Discuss how the Book could serve as capacity-building material for policymakers and practitioners throughout ASEAN+3.

Session 2: ERIA Activity 2025 - Inputs from the Experts

This session showcased ERIA’s planned projects and deliverables for 2025, inviting expert commentary. Key highlights included:

  • Finalisation of Knowledge Products
    • Addressing data challenges, EPR implementation, and equitable transitions for the informal sector - all initially discussed at the 5th EWG (March 2024).
    • Experts were asked to offer last-mile inputs to sharpen content before official release on the ERIA website.
  • ASEAN Conference on Combatting Plastic Pollution (ACCPP)
    • A recap of ACCPP events in 2023 and 2024, and presentation of the concept note for ACCPP 2025 (planned in Malaysia).
