北九州市は、これまで、公害克服の経験等を強みに環境先進都市として、様々な取組を行ってきた。こうして根付いた北九州市のイメージを、環境のみならず、市民の活動や若者の育成等、様々な観点において「サステナブルな街」として、国内外からのイメージを昇華させ、「人」や「投資」を引き付けていくために、「世界をリードするサステナブルシティ」を目指す戦略の検討を進めている。 そこで、本業務は、すでにサステナブルシティとしてのイメージを一定程度確立している欧州（特に北欧）の都市が掲げる計画・戦略を中心に、その内容や、行政・市民・企業等の動向等を調査・研究することで、北九州市ならではのサステナブルシティ実現に向けた戦略をより明確にしていくことを目的とするもの。本報告書はその業務成果をとりまとめたものである。
