日本政府は2015年、パリ協定が採択されたCOP21において、「美しい星への行動(ACE2.0)」を発表し、2020年までに気候変動に関する日本からの途上国支援を年間1.3兆円まで増やすことを約束した。これは国連気候変動枠組条約(UNFCCC)が目標とする、「2020年に先進国全体で年間1000億ドルの資金支援」へのコミットメントを示したものである。 昨年、目標最終年を迎えたものの、気候変動分野における日本から途上国への支援資金に関し、適応に特化した分析が十分に行われているとはいえない。そこで本稿では、UNFCCCが先進国(付属書I国)に提出を求めている隔年報告書から情報を抽出・分析し、日本から途上国へ提供されている気候変動適応分野の資金額、対象地域、対象分野等の概要とその変化を俯瞰した。

2020年11月23日から12月4日にかけて国連気候変動条約(UNFCCC)主催のClimate Dialogue2020が開催された。通常であれば、毎年この時期にはUNFCCC締約国会議(COP)が開催されるが、新型コロナウイルスの影響で翌年に延期とになったため、交渉を含まない形で、モメンタムの維持のため、本会議が開催された。IGES適応チームでは、本会合に参加し、IISDのデイリーレポート 等を参考に、適応に関する議論について取りまとめた。
