資源循環に関連して、バーゼル条約を中心とした国際的な政策議論は、不法な越境移動の規制・監督的な視点に偏りがちである一方で、経済的な要因・市場原理に主導された国際資源循環の拡大という現実を見れば、適正なリサイクル業者に循環資源を流れやすくするメカニズムの構築を検討する必要がある。 そこで、IGESでは、信頼できる適正リサイクル関連業者を同定、認定しネットワーク化を図るため、国際的に調和のとれた基準の導入可能性を検討することを目的に2年間の共同研究を実施しているところである。
