Adaptation to climate change has emerged as an important developmental issue for all countries. The adaptation finances are on continuous rise, both from the global and national sources, and it is essential that the agencies engaged in planning and execution of adaptation projects and programs have a set of tools made available to them to help with climate change adaptation. Vulnerability assessment is an important step of climate change adaptation that helps stakeholders understand where to focus their efforts and to what degree. While there are several vulnerability assessment tools available today, it is often difficult for national and sub-national entities to take a stock of these tools and identify an effective option for their own purpose and that is what this report aims to achieve. National Bank for Agriculture and Rural Development (NABARD) has been identified as National Implementation Agency by Adaptation Fund Board (AFB) and there is a need for NABARD to identify and apply climate change vulnerability assessments uniformly across all the projects and locations so as to design adaptation projects to reduce vulnerabilities, to monitor and evaluate projects.
