This paper explores synergies between climate action and Voluntary Local Reviews (VLRs)—an instrument to localise the 2030 Agenda for Sustainable Development used by regional and local governments to report and monitor their progress towards attaining the Sustainable Development Goals (SDGs). This paper argues that fighting climate change and meeting the goals set by the Paris Agreement hinges on whether climate action serves broader sustainability priorities such as those covered in the SDGs. The VLR process, due to its cross-cutting assessment of local policies and its aim to foster vertical cooperation with higher levels of government, is well positioned to accelerate sustainable transitions by mainstreaming climate action across all areas of local governance.
