「石炭火力輸出への公的支援」方針に対するコメント:抜け穴をふさぐため、パリ協定と整合した時間軸にそった脱炭素化支援が求められる

新「インフラシステム輸出戦略」骨子が策定された。その中で、相手国の脱炭素化に向けた戦略・政策の策定支援を通じた「脱炭素移行政策誘導型インフラ輸出支援」が基本方針として示され、新規の石炭火力輸出への公的支援を行わないという原則が明記された。この方向性は歓迎されるものの、現在進行形の石炭火力輸出への公的支援が継続される他、例外として認められる新規石炭火力の支援要件が、パリ協定とは整合しない形で運用される懸念が残る。要件の慎重な適用・運用が求められる。
