平成2811月に発効したパリ協定の下、地球の気温上昇を産業革命前に比べて2℃よりも十分低く抑え、さらには1.5℃未満に抑えるための努力を追及するために、低炭素社会の実現に向けた取組の促進が求められている。平成3012月にはポーランド・カトヴィツェで開催されたCOP24にて、2020年からの各国の具体的な義務を定めたルールブックも採択された。このパリ協定の目標を達成するためには、経済成長が著しい途上国において、持続可能な低炭素社会の構築に向けた動きを加速させることが必要である。とりわけ、社会経済の発展を支える活動の場である都市の低炭素化に向けた取組は重要であり、国際的にも都市の取組を支援する動きが強化されてきている。令和21月にはパリ協定が始動し、このような動きがさらに加速している。
