中国にとっての2019年と2020年の前半は、世界経済の鈍化、米中貿易摩擦の長期化、コロナ問題の勃発など、山積の課題に対処しなければならない時期であった。米中貿易摩擦の影響もあり、中国の2019年のGDPは前年比6.1%の成長に止まった。

2020年1月-3月におけるGDP成長率は、昨年同時期に比べ6.8%下落するなかで開催した中国第十三期全国人民代表大会第3次会議では、内需拡大、雇用安定にフォーカスした政策パッケージを成立させた。 

コロナ対策に関連する予算措置規模は、9.2兆元(約147.2兆円)と推計され、「新エネ自動車の普及とEV充電スタンドの拡充」や次世代通信設備や5G技術などへの重点的な投資方針も決まった。

2017年末まで、中国が保有する発電設備総量は17.8億kWに達し、内、非化石燃料発電設備容量は6.9億kW、全体設備容量の38.7%を占める。2017年に新規導入した非化石燃料発電設備容量は8988万kWに達し、史上最多の記録を創った。導入量の順番として、太陽光が最も多く、全体の60%を占める5338kW、その後を風力の1952kWと水力の1287万kWが並ぶ。これに対し、石炭火力発電設備の新規導入量は3855万kWに止まり、前年度より142万kW少ない。
