東京都とKL市の都市間連携事業「T2KLLCS」(実施期間:2019年度~2021年度)では、KL市における低炭素社会/2050年ゼロカーボンシティ形成に向けて、東京都のノウハウを移転しながらKL版の低炭素・ゼロカーボンビルディング実現・普及の制度構築を目指し、KL市保有の1955の公共建築物のエネルギー消費実態調査、削減ポテンシャルの推計、優先的に省エネ改修すべき公共建築物の選定、ガイドライン策定等の支援を行った。

その結果、KL市では公共建築物4棟の投資改修計画の策定・市独自の予算の確保がなされ、建物物制度だけに止まらず、2050年までにゼロ・カーボンを実現するために公共建築物・施設での太陽光導入が進められた。更にKL市長が新しいカーボンニュートラル街区の計画を発表した際は...
