東京都とKL市の都市間連携事業「T2KLLCS」（実施期間：2019年度～2021年度）では、KL市における低炭素社会／2050年ゼロカーボンシティ形成に向けて、東京都のノウハウを移転しながらKL版の低炭素・ゼロカーボンビルディング実現・普及の制度構築を目指し、KL市保有の1955の公共建築物のエネルギー消費実態調査、削減ポテンシャルの推計、優先的に省エネ改修すべき公共建築物の選定、ガイドライン策定等の支援を行った。
