2005年に欧州でキャップ&トレード型の欧州連合域内排出量取引制度(EU ETS: European Union Emissions Trading System)が導入された。EU-ETSは世界で最も歴史の長いETS制度であり、世界の気候変動施策を先取りしたものとして、追随して行われている他の国内排出量取引制度のモデルにもなっている。EU加盟国間の大きな経済格差を含む複雑な事情と経済状況の低迷に対処する中、フェーズ1の実施からの14年間、現在に至るまで多くの課題への対処がなされてきた。しかしながら、試行錯誤的なものも含めて制度内容の変遷も大きく、非常に複雑な制度であることも否めない。

運輸部門は、世界における温室効果ガス(GHG)の主な排出源の1つであり、特に道路輸送の比率が高い。道路輸送の脱炭素化には、技術革新と社会変革を組み合わせ、輸送手段を最適化することが求められる。道路輸送の脱炭素化に際しては、技術の進捗状況や商業化のレベルが国や地域によって大きく異なるため、地域ごとのまちづくりや社会的課題の解決につながるような方策が求められる。運輸部門の脱炭素化は、広範な社会構造の変化につながり、気候危機といった深刻な問題に対する解決に貢献するとともに、豊かな交通社会を導く好機となりうる。
