環境省では平成28 年度より、アジア太平洋地域における気候変動適応分野の知見共有、人材育成に関する支援業務をフィリピンにおいて実施してきた。
 本業務では令和元年(平成31 年)度の「アジア太平洋地域における気候変動適応分野の知見共有、人材育成支援業務」の2.(1)「政策支援ツールの開発・適用」の成果を用い、参加型流域土地管理方法論(以下「PWLM」という。)がフィリピン国内で更に広く活用されるような人材育成を実施した。また、PWLM が河川流域のみならず、沿岸地域の土地利用計画にも活用できるよう必要な機能拡張を実施した。
