東アジア環境政策研究会(REEPs)の科研研究プロジェクト(基盤研究(A))「東アジアの持続可能な未来に向けたエネルギー、資源、土地利用の大転換と制度改革」は東アジアレベルでのエネルギー、資源、環境など総合的な視点からの問題把握と解決への処方箋を見出すことを目的とします。この度、エネルギー分野の最一線で活躍されている中国国家発展改革委員会エネルギー研究所のZhou Fuqiu主任とFeng Shenbo研究員、Den Liangchen研究員、地球環境戦略研究所(IGES)の昔宣希研究員を招聘し、講演を行います。

- 韓国の国内排出量取引制度は、5つ部門20以上の業種を対象にして、国の温室効果ガスの約70%をカバーする気候変動政策の中核な制度である。
- 同制度の導入根拠は、2010年制定された「低炭素グリーン成長基本法」により定められ、同法は、温室効果ガス削減のために市場メカニズムに基づく炭素市場及び排出枠取引の活用を強調しながら、今後の国際市場との連携についても念頭にしている。
- 同制度の基本方向及び制度設計について「排出量取引制度基本計画」に盛り込まれており、温室効果ガス削減目標の費用効果的な達成のための排出枠割当に関する事項は「国の排出枠割当計画」によって提示されている。
