インドでは最近、バイオ燃料に関する国家政策が最終決定されたが、多くの州では以前から、雇用創出や荒地を利用した燃料生産を目的とする農村開発政策の一環としてバイオ燃料が推進されてきた。雇用の促進に関しては、一部の州で全国農村雇用保障制度等の政府支援プログラムを活用したバイオ燃料の推進が図られており、同制度は、小規模農家や土地を持たない労働者に対して年間最低100日間の雇用保障を目標としている。また、州政府には、現地のニーズに応じた独自の開発プロジェクトを策定する柔軟性が与えられており、バイオ燃料作物の開発に焦点を当てたプロジェクトが実施されているところもある。
