環境保全と産業発展の両立をめざす「エコロジー的近代化」とは何か。理論の変遷を紹介するとともに、経済発展の段階を織込みながら世界各国の事例を挙げ、その思想の本質に迫る「世界のエコロジー的近代化：理論と事例研究」（原題：Ecological Modernisation Around the World: Perspectives and Critical Debates）に所収された付論。

本分析では、100%という最大限の再生可能エネルギー（以下、再エネ）比率を想定した状況下において、送電線や電源などの電力系統内に揚水式水力、貯水池式一般水力発電、地熱発電、バイオマス発電、家庭用ヒートポンプ式給湯器、系統に接続される電気自動車（EV）の蓄電池、水素製造装置、既存ガス火力発電を改修した水素専焼火力といった電力需給調整に必要な柔軟性 (Flexibility) を供給する能力（以下、柔軟性供給力）がどのように利用されるかを明らかにする。

本レポートには、SDGsに関する認知度のほか、国連グローバル・コンパクトが重視するSDGsゴール5（ジェンダー平等）、8（はたらきがい・人権）、13（気候変動）、16（腐敗防止）と、日本企業で取り組みの加速が期待されるゴール12（持続可能な消費と生産）の5つのゴール（主題にしたテーマ）の取り組みの進捗について、各分野の専門家による分析・考察が含まれています。前回の調査でSDGs認知度と取り組み進捗度が十分に高まったことを踏まえ、今回はSDGsの経営への組み込みや取り組む際の課題など、実践段階における取り組みの「質」について深堀した内容となっています。
