韓国原子力協会に招待され、2024年12月に韓国慶州市のHwabaek国際コンベンションセンターにて開催されたGlobal Nuclear Energy & Safety Confex (NES 2024)に出席した。 韓国の原発政策は、2022年に発足した尹錫悦政権が文在寅前政権の脱原発から180度方針転換し、国内の新増設と国外への原発輸出拡大へと舵を切った。 この会議には韓国内外の原子力産業から75社、160の展示ブース、約5,000名（主催者発表）が参加した。

2024年11月25日のNDC合同会合で事務局が提示した日本の排出削減目標案の根拠となったシナリオ分析について、世界全体の1.5℃目標とどのような関係にあるかを検討し、以下の点を指摘する。(1) 世界モデルで評価しているRITEのシナリオ分析に基づくと、排出削減経路として「上に凸」をとれば、日本の排出削減ペースは先進国だけでなく世界全体に比べても緩やかなものになる。 (2) 日本が直線的な削減経路をとった場合、国際合意の根拠となっている1.5℃目標に向けた世界の排出削減経路に比べて削減が遅くなる。 (3) 分析された、先進国は直線的削減かつ世界全体で1.5℃目標を維持しようとするシナリオは、世界全体での排出削減ペースが遅く、1.5℃目標達成に向けてリスクが大きい。

脱炭素化への変革のレースで、日本企業は勝ち残れるのか――。著者が所属するシンクタンクの地球環境戦略研究機関（IGES）は2023年12月に 「IGES 1.5℃ロードマップ」と題した報告書を公表した。副題を「日本の排出削減目標の野心度引き上げと豊かな社会を両立するためのアクションプラン」としたように、現行の政府によるGX（グリーントランスフォーメーション）戦略の代替案となる戦略プランを提案した。なぜ代替案が必要なのかについて、主に企業のビジネスとの関連を中心に解説する。本稿はその前編である。
