The Japanese Fast-Start Finance Contribution

Japan’s fast-start finance (FSF) commitment is one of the largest amongst developed countries, but it is important to consider the contents of this commitment. Japan has played a significant role in global efforts to finance climate change activities in developing countries, and its FSF commitments account for almost half of the FSF that developed countries have pledged for 2010-2012. However, it is essential to better understand the broad range of instruments and activities that the government includes in its FSF, as different governments consider different types of finance to constitute FSF, so self-reported figures are not directly comparable between countries.
This assessment is one in a series of Open Climate Network (OCN) studies, developed by IGES, the World Resources Institute (WRI) and the Overseas Development Institute (ODI) in consultation with a range of experts that aims to shed light on how developed countries are defining, delivering, and reporting FSF using a common research methodology.
WRI working papers contain preliminary research, analysis, findings, and recommendations. They are circulated to stimulate timely discussion and critical feedback and to influence ongoing debate on emerging issues. Most working papers are eventually published in another form and their content may be revised.

本報告書の分析対象は、2010年から2012年までの3カ年で日本から途上国締約国に対して供与される、いわゆる「短期資金」（Fast Start Finance: FSF）と呼ばれる支援である。FSFは2009年の国連気候変動枠組み条約（UNFCCC）第15回締約国会議にて留意された、コペンハーゲン合意において打ち出された、気候変動対策のための途上国への資金支援に関する2つ目標のうちの一つで、2010年から2012年までの3カ年で、先進国全体で300億米ドルを途上国締約国に対して供与することを目標としている。日本は2009年12月に「鳩山イニシアチブ」の一環として、官民合わせて、先進国全体での目標額の半分に相当する、150億米ドル規模の支援を供与することを表明している。ちなみに日本国政府は先日、カタールで行われているUNFCCC第18回締約国会議において、我が国が2012年10月末までに174億米ドルに上る支援を実施し、コペンハーゲン目標を達成したことを発表している。
　FSFについては、先進国諸国が表明した総額に目が行きがちで、その中身はほとんど分析がなされていない。本分析は米国・世界資源研究所（World Resources Institute: WRI）が事務局を務めるオープン気候ネットワーク（Open Climate Network）の国別FSF分析シリーズの一環として、弊グループがWRIおよび英国・海外開発研究所（Overseas Development Institute: ODI）と協力し実施したものである。なお、本報告書はFSF期間の終了前に実施されたものであり、あくまで2012年5月時点で公開されている情報を基にした評価であることに留意されたい。
